RFQ # GHSC-PSM-NPL-FO #05; eLMIS L1/L2 Helpdesk Support
Chemonics International, implementing the USAID Global Heath Supply Chain Program– Procurement and Supply Management (GHSC-PSM) project, is soliciting proposals from eligible and responsible Nepali firms to provide Help desk Support, to all electronic Logistics Management Information System (eLMIS) operational sites during the contract period. The purpose of GHSC-PSM (the project) is to provide a smooth operation of the eLMIS system to ensure the uninterrupted supply of health commodities to the last mile or Service Delivery Points (SDPs).
The LMIS taskforce of the MoH in 2017 and in early 2018 approved the electronic Logistics Management Information System (eLMIS) implementation and the project charter stated the Management Division (MD) hosted the ownership over the eLMIS system. A comprehensive off-the-shelf eLMIS is a combination of reporting and transactional modules that places an entire supply chain’s data in one system. The project, customized and configured an Entution software platform from vendor Bileeta Pvt. Ltd., and implemented transactional system on all the Central Stores, all Provincial Stores, all Health Offices, all Local Level Government stores and some Service Delivery Points and continues to implement on the remaining service delivery points. Also, LMIS quarterly data from the Service Delivery Points are being collected on the Local Levels and entered in the eLMIS by the Local Level Government stores. eLMIS is the only source of information for Health Commodities Supply Chain. The purpose of this Request for Proposals (RFP) is to solicit proposals consulting IT companies.

Offerors are responsible for ensuring that their offers are received in accordance with the instructions stated herein. Failure to adhere with instructions described herein may lead to disqualification of a proposal from consideration. The anticipated subcontract type for this procurement will be a firm fixed priced subcontract. It is anticipated that Chemonics will subcontract for the full quantities of services described in this RFP. However, Chemonics reserves the right to subcontract for less or more quantities and/or services at its discretion. The successful offeror shall provide detailed strategy and plan for managing and executing the project in the proposal to ensure all requirements and deliverables stated in the RFP are fulfilled within the project timeline.

The deadline for request of RFP for submission of questions is 5:00 pm local Kathmandu time by Tuesday, 13 July 2021. No phone calls are entertained.
Deadline: Proposals should be submitted based on the guidelines listed in this RFP. Proposals and all correspondence and documents relating to the offer shall be in English. The electronics proposals must be sent by email to PSMNepalProcurement@ghsc-psm.org no later than 5:00 pm local Kathmandu by Monday, 26 July 2021.
