International Organization for Migration (IOM) is looking for suitable candidate for the position of WASH Assistant to assist IOM Program unit, according to the Post Description below. Context:

Under the overall guidance of the Chief of Mission and the direct supervision of the National Program Officer and in collaboration with relevant units at the country office, the successful candidate will be supporting in the implementation of the overall Water, Sanitation and Hygiene Promotion (WASH) interventions of the project entitled “Effective case management by strengthening Isolation centers and Ground Crossing Points (GCPs) management for Rapid Response and Preparedness against COVID-19” funded by the Directorate-General European Civil Protection and Humanitarian Aid Operations (EU DG ECHO) and implemented in the targeted locations of Provinces 1 and 2, Lumbini and Sudurpaschim, in Nepal. More specifically, the selected candidate will be responsible for the following tasks: 

Core Functions / Responsibilities:

  • Assist the manager in the overall WASH interventions aligning with the national COVID-19 protocols, and national and international standards including the Sphere standards.
  • Serve as the point of contact with the local governments, local implementing agencies and other stakeholders for WASH related interventions.
  • In coordination with the program unit, local governments and implementing partners, assist in preparing BOQs, designs, methodologies, and technical specifications to ensure the quality, effectiveness, sustainability and ensure its standards as per project requirements.
  • Support in monitoring the construction works to ensure the compliance of the designs and the technical specifications including but not limited to gender- and disability-friendly toilets, washrooms, deep tube wells, water testing, filtered drinking water, waste management, cleanliness, hygiene practices, and washing and sanitizing. 
  • Support in ensuring the quality of the WASH interventions within the allocated time frame and budget.
  • Assist in effective RCCEA messaging at all designated areas in coordination with local health authorities, implementing partners, WHO and other stakeholders.
  • Support in developing mid- and long-term WASH strategies aligning with the project document, and present the strategies to local governments, GCPs/isolation centers authorities and implementing partners to ensure the project’s understanding, reach and visibility.
  • Support in monitoring through field visits, all the WASH interventions and ensure the implementation is aligned with the pre-agreed BOQs, designs and relevant activities, report regularly (monthly, quarterly and final reports including meeting minutes) the updates (in written) aligning with the WASH indicators of the project.
  • Undertake duty travel to project locations as needed.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Bachelor’s degree in Civil Engineering, Development Studies or relevant discipline from an accredited academic institution with minimum three years of relevant professional experience; or
  • High school degree/ certificates with at least five years of relevant working experience.

Experience 

  • Demonstrated experience in the area of WASH interventions, WASH policies and relevant guidelines of the Government of Nepal.
  • Proven experiences of Engineering Project Management with WASH program implementation, monitoring and evaluation and exposure to WASH trainings/accreditation.
  • Experience of working in WASH projects with UN, ECHO or UN funded projects. Familiarity with the UN system is an advantage.
  • Experience of working in WASH intervention in the remote provinces and in COVID-19 prone areas of Nepal is an advantage.

Languages

  • Fluency in English and Nepali is required. Proficiency in Maithili, Bajika, Khas advantage.
